Use a local mirror for downloading RPMs

To speed up syncing of vendor repositories added by mgr-ncc-sync it will be in future possible to specify a local mirror (package susemanager >= 1.7.28). A local mirror could be an SMT server. The requirement is, that the repository structure is the same as on

 $> mgr-ncc-sync --from-mirror=

mgr-ncc-sync will test if a repository URL exists on the mirror. If yes, it uses the mirror URL. Otherwise it uses the original URL from NCC. A connection to NCC or the use of the --from-dir option is still required.

This can also be configured in /etc/rhn/rhn.conf

 server.susemanager.mirror =

The commandline option overwrite the value in the configfile.
